Consultants, Contractors and Vendors are hereby notified that the Port of Vancouver is seeking updates to its electronic rosters referred to as eBid to include the port's professional service architect & engineer, small works, public works and vendor rosters. If eBid users have not reviewed and updated their account within the past year, they are encouraged to log into their account and provide updated information to maintain an approved account. Accounts that are not current or are unused may be placed inactive or deleted. Current eBid registration places companies into categories used for notification of upcoming solicitations and provides access to all solicitation documents for review and download.
The port maintains an active Professional Services A&E Roster open throughout the year for consultants to participate in the selection process for upcoming projects. The Port of Vancouver's requirements for architectural and engineering services comply with the scope of the general definition of professional practice in chapters 18.08, 18.43 or 18.96 and 39.80.030 of the Revised Code of Washington (RCW). Typical services include but are not limited to numerous disciplines in architectural and engineering services including construction administration for port projects. Consultants already registered on the Port of Vancouver's eBid system must log on to their account at least once per calendar year to verify information and ensure licensing requirements are current.
The Small Works Roster will include contractors wishing to offer quotes on public works projects which have an estimated value up to $299,999.99. The port will make a reasonable effort to contact all contractors approved on the small works roster and qualified for a particular project on a rotating basis. Availability of work is not guaranteed. To qualify for this roster, contractors must be registered and licensed to do business in the State of Washington, meet responsibility criteria as defined in RCW 39.04.350, and upload a current insurance certificate and signed small works contract.
The Public Works Roster will include contractors wishing to offer bids on public works projects which have an estimated value of $300,000 and over. The port will notify contractors on the public works roster of solicitations through the eBid system.
Vendors and others are hereby notified that the Port of Vancouver will accept requests for listing on other rosters established on the eBid web site. The vendor list will include companies wishing to offer bids on personal services, materials, supplies, equipment, IT or purchased services or companies interested in "notifications only" for categories listed on our eBid system.

JOHN GREMS, AMANDA GREMS, and
the Marital Community thereof
Defendants.
Plaintiff Barbara Johnson-Kerr, through her attorney Jonathan Gill of Salmon Creek Law Offices, alleges the following:
1.
This Court has jurisdiction because the motor vehicle collision, which is the subject of this action, occurred in Vancouver, Clark County, Washington, on November 4, 2011.
2.
At all times mentioned herein, Barbara Johnson-Kerr was a resident of Clark County, Washington.
3.
At all times mentioned herein, Defendants John Grems and Amanda Grems were husband and wife, residing in Clark County, Washington, and constituted a marital community under the laws of the State of Washington, and all acts and omissions of negligence alleged herein were performed on behalf of and for the benefit of their marital community.
4.
On November 4, 2011, at approximately 5:15 PM, Plaintiff was lawfully operating her 2004 Kia Sedona, going eastbound on NE 78th Street. Plaintiff lawfully stopped at the corner of NE 78th Street and NE 58th Avenue, intending to make a right turn onto NE 58th Avenue.

At the same time and place, Defendant John Grems was operating his 2004 Kia Amanti behind Plaintiff on NE 78th Street.
6.
Defendant John Grems slammed into Plaintiff's vehicle from behind, causing personal injury to Plaintiff and damage to Plaintiff's vehicle.
7.
Defendant John Grems was negligent at the time and place of the collision in one or more of the following particulars:
A. Failing to maintain a proper lookout;
B. Failing to exercise reasonable care under the circumstances;
C. Failing to exercise ordinary care;
D. Following Plaintiff's vehicle too closely; and
E. Causing his vehicle to crash into Plaintiff's vehicle
8.
Defendant John Grems is liable in tort for the injury to Plaintiff and damage to Plaintiff's vehicle.
9.
The 2004 Kia Amanti was owned, provided, or maintained by John Grems, Amanda Grems, and the marital community thereof. Said 2004 Kia Amanti was at all times herein mentioned for the customary conveyance of family members and other family business.
10.
As a direct and proximate cause of the collision, Plaintiff's vehicle was damaged and Plaintiff suffered personal injuries.
11.
Defendants, and each of them, are liable in tort for the injury and damages that Plaintiff sustained.
12.
As a direct and proximate result of the negligence alleged herein, Plaintiff suffered significant physical injuries, including ongoing chronic back pain, and is entitled to be compensated for her injuries.
13.
As a direct and proximate result of the negligence alleged herein, Plaintiff has incurred and will continue to incur medical expenses and other out-of-pocket expenses. Plaintiff is entitled to be compensated therefore.
14.
As a direct and proximate result of the negligence alleged herein, Plaintiff has endured significant pain and suffering, and Plaintiff is entitled to be compensated therefore.
15.
As a direct and proximate result of the negligence alleged herein, Plaintiff has sustained significant property damage and property costs, and Plaintiff is entitled to be compensated therefore.
16.
As a direct and proximate result of the negligence alleged herein, Plaintiff has suffered mental and emotional distress, and Plaintiff is entitled to be compensated therefore.
17.
As a direct and proximate result of the negligence alleged herein, Plaintiff was forced to use vacation and sick leave to treat injuries she sustained in the collision referenced above, and Plaintiff is entitled to be compensated therefore.
WHEREFORE,
Plaintiff Barbara Johnson-Kerr prays:
1. For an award of damages compensating Plaintiff for her physical injuries, in an amount to be proven at trial;
2. For an award of damages compensating Plaintiff for her past and future medical and out-of-pocket expenses, in an amount to be proven at trial;
3. For an award of damages compensating Plaintiff for her past and future pain and suffering, in an amount to be proven at trial;
4. For an award of damages compensating Plaintiff for any and all property damage sustained in the collision referenced above, in an amount to be proven at trial;

The City of Vancouver is requesting responses from qualified consultants specializing in large diameter pipeline collection system condition assessment, to develop a project summary report, and ranked list of system projects for use by the City's capital program planning team.

After review of a completed environmental checklist and other supporting information on file with the agency, Clark County Department of Environmental Services has determined that this proposal will not have a probable significant impact on the environment.
